I still do not understand why we cannot choose the method of identification, tattoo or chip.

Honestly talk about Big Brother.  There are pros and cons to both methods and I never chipped my dog until I HAD to re pet passport scheme even though tattoos are pefectly acceptable elsewhere in the world.
