I know the RSPCA have their failings but they also do a hell of a lot of good, and
once the animal welfare bill gets passed the RSPCA will be able to do more.  At the moment animals have to be suffering before anything can be done, but people will have a legal requirement to look after their pets basic needs and animals will be able to be removed to prevent cruelty or suffering from happening
